    Laws & Regulations in Misty Hollow


    Barrier Laws

    1. Misty Hollow’s barrier is powered by five pillars in the shape of a pentagram. (Read more about the barrier and its properties [here].) It is forbidden for these pillars to be tampered with or trespassed on in any way, no matter what town an individual is from.
    2. Any attempt to tamper with and/or trespass on the pillars will be considered a first-degree crime against Misty Hollow. Perpetrators will be arrested and detained on sight. The only individuals who are allowed access to the pillars are the Defenders and Council of Misty Hollow.
    3. Any attempt to bring down and/or tamper with the barrier will be considered a first-degree crime against Misty Hollow. Perpetrators will be arrested and detained on sight.
    4. Any attempt to fool and/or outwit the barrier’s magic will be considered a second-degree crime against Misty Hollow. Perpetrators will be arrested and detained on sight.
    5. Misty Hollow’s authorities retain the right to arrest, detain and question individuals who attempt to enter or exit the barrier during curfew hours (11pm - 6am), should they deem it necessary to prevent a disruption of the peace.

    Local Laws


    Curfew & Patrols

    1. Due to the strong presence of malevolent energies in Misty Hollow, there is a curfew in place for residents and visitors alike after 11pm and until 6am. Defenders patrol Misty Hollow, both inside and outside the barrier, at all times.
    2. This curfew is only in effect outside the barrier, and for those who wish to enter or exit the barrier during after-hours. Individuals within the barrier can come and go as they please during after-hours.
    3. Residents and visitors must apply for a permit to live and/or travel outside the barrier after-hours. This permit is only granted if they are capable of defending themselves against supernatural forces.
    4. Residents and visitors found outside the barrier after-hours without the necessary permit will be escorted to their homes, or to a shelter within the barrier to spend the night. Individuals who refuse to be escorted, or who are not in possession of the necessary permit, will be arrested and detained on sight.

    Church Access

    1. The church near Misty Hollow’s main entrance is patrolled by Defenders at all times, due to the congregation of the town’s malevolent energies in this location and the dangers it holds.
    2. Access to the church is provided only under specific circumstances.
    3. Permission to enter the church premises must first be requested from the Council. If permission is granted, an escort will be provided by the Defenders.
    4. Permission can be requested by any individual, be they a resident of Misty Hollow or not.
    5. Trespassers who have not gained permission from the Council and/or are unaccompanied by Defenders will be arrested and detained on sight.

    Supernatural Dangers & Disturbances

    1. Due to the strong presence of malevolent energies in Misty Hollow, supernatural entities that are malevolent in nature and have committed first-, second- and third-degree crimes (see Crime and Punishment below) are barred from entering Misty Hollow. Any that are found within Misty Hollow’s boundaries will be arrested and detained on sight.
    2. Malevolent beings who act out against Misty Hollow or its residents in any way (barring self-defense, which will be examined on a case-by-case basis) are considered to be committing a first-degree crime against Misty Hollow. Perpetrators will be arrested and detained on sight.
    3. Residents and visitors of Misty Hollow who are not capable of defending themselves against supernatural forces must avoid any and all confrontations with malevolent beings and energies themselves, and must call upon Misty Hollow’s Defenders instead for aid.

    Rights & Permits


    Individual & Social Rights

    1. All residents of Misty Hollow are equal before the law.
    2. All residents have the right to free speech, freedom of political expression, and the freedom to gather in groups or societies to discuss these ideas with like-minded individuals.
    3. Titles of godhood, nobility, or other similar distinctions are neither conferred upon nor recognized.
    4. All residents retain the right to remain silent in any situation they deem necessary.
    5. All persons have the right to live as they see fit, as long as they do not infringe on other persons’ rights, break the laws, and/or violate the laws in any way.
    6. All persons of legal age (16) have the right to full employment.

    Legal Rights

    1. The right to defend oneself, loved ones and personal property, provided the individual has the proper permits and is registered in the appropriate areas.
    2. The right to fair representation and treatment in legal, social, and employment regardless of species, gender, sexuality, or religion.
    3. he right to be free of torture or brutality in legal or governmental matters.
    4. The right to legal representation in court.
    5. The right to know what one is being arrested for, and the right to face one’s accuser.

    Permits & Licenses

    Permits and licenses are renewed once every six months at the appropriate locations, both within and outside the barrier.
    1. Residents and visitors must apply for a permit to live and/or travel outside the barrier after-hours. This permit is only granted if they are capable of defending themselves against supernatural forces.
    2. Residents and visitors of Misty Hollow must request permission from the Council to visit the church premises. If permission is granted, the individual is allowed access and is escorted by Defenders.
    3. All magic users within the borders of Misty Hollow must be registered and obtain a permit in order to practice magic. Unregistered mages who are forced to use their magic defensively will be examined on a case-by-case basis.
    4. Mind readers, empaths, and others with similar abilities must be registered. They are restricted in the use of their abilities. Violating a person’s basic rights and privacy will be considered a crime and will be tried and punished appropriately.
    5. All vigilantes must be licensed by registering their codenames with the Defenders of Misty Hollow. The license will be revoked if a vigilante takes part in unlawful acts such as executions, the unnecessary brutalization of criminals, pursuing justice without evidence, the failure to turn in a report, or the failure to turn the criminal over to the official authorities.
    6. Licenses for merchants, employment and the like for those who are not residents of Misty Hollow can be obtained upon registration.

    Crime & Punishment

    An offense defined by the laws for which a sentence is authorized constitutes a crime. The crime classes are:
    • Murder of the first degree or of the second degree.
    • Felony of the first degree.
    • Felony of the second degree.
    • Felony of the third degree.
    • Misdemeanor of the first degree.
    • Misdemeanor of the second degree.
    • Misdemeanor of the third degree.

    Classifications & Handling

    1. Misdemeanors are minor crimes, such as minor theft, trespassing, drunk and disorderly.
    2. Felonies are larger crimes with more serious punishments. These include, but are not limited to, murder, kidnapping, terrorist action, and treason.
    3. All punishments are determined by a judge in a court of law. Those range from imprisonment to loss of private property, loss of citizen status and community service, depending on the severity of the crime.
    4. Guilt and innocence will be determined by a jury of peers selected from the citizens of Misty Hollow. It is required to appear for Jury Duty unless there are extenuating circumstances.
    5. Anyone who commits a crime in Misty Hollow will face lawful punishment, regardless of citizenship status.
    6. Anyone who is found aiding or abetting a criminal in Misty Hollow will face lawful punishment, regardless of citizenship status.

    Immigration & Interrelations

    1. Immigration to Misty Hollow is regarded as a free right of all of Pandora’s peoples.
    2. There will be open and fair trade with any city-state or vagabond that wishes to take advantage of it.
    3. Merchants from outside of Misty Hollow may sell their goods in town as long as they have a merchant’s license. A tariff may be put in place depending on the goods sold.
    4. You must be a citizen of Misty Hollow in order to own/rent a house or gain long-term employment within the town proper. Non-citizens can gain temporary work with the correct permits.
    5. Street performers do not require licensing or citizenship.
