    Pandora Town

    Pandora Town is the largest — and widely considered central — center of activity in Pandora, and has grown greatly since people first appeared here years ago. As is normal in a place like Pandora, its layout has mysteriously changed several times over the years. Even now, streets might vanish or move, or lead somewhere else entirely than they did a month ago. The town itself is an eclectic mix of architecture and cultures from all kinds of different worlds, with each district covering a different theme.

    Located roughly an hour's ride from the nearest beach to the east, Pandora Town is surrounded by rolling plains and farms. The town itself has a bit of a hodgepodge air to it. The six clearly defined parts of the town each have their own distinct flair to them, both in attitude and architecture, ranging from artsy and strange to business-like and stuffy, rich and safe to poor and dangerous. At first glance, the town’s foundation may seem stable, but that is far from the case. Entire buildings have a habit of appearing and disappearing overnight. A business may be there one day, but gone the next.

    Due to the rise in population, there are few unclaimed buildings in Pandora. Many apartment complexes are also reaching max capacity. However, much like the town, life at home may not be as stable as it seems. With individuals disappearing from Pandora, presumably returning back to their own worlds, the job market is oftentimes shaky. You’re considered lucky if you wake up the next day and your boss is still around to keep you employed.

    Government

    Though once a monarchy, Pandora Town is currently governed by a council composed of the heads of the five major government departments, described in greater detail here. Originally, these individuals were elected to their positions via public vote twice every year, and disallowed to be elected for the same position more than twice a row unless they waited for a full year before running again.

    However, due to individuals in these positions vanishing frequently, resulting in the council operating with minimal capacity until the next elections, it was decided that whoever acquired these positions as of Spring, Year 6 would retain them permanently, barring any issues in regards to neglecting their duties. This was done to achieve some semblance of stability, what with Pandora's ever-shifting nature, and because it was deemed that, after so many years since Ravenna's reign with no abuses in power, the councilmembers could be trusted to do the best they could for Pandora Town.

    One of the first and most historic tasks of this council was to release a new set of laws and regulations. The details of which may be found here, though it should be a given that not everyone may choose to abide by them, and consequences may vary.

    The Districts


    A river cuts through the entirety of the town, separating it into two distinct halves, with six bridges enabling easy access from one half to the other. However, what is perhaps most notable about the town is its six unique districts that first came into existence in Summer, Year 2.


    Blackhaven

    Blackhaven is not for the faint of heart. As the streets pass from Tavoie Borough into Blackhaven they get dirtier, the shadows grow thicker, and the fog rises heavy from the river, settling permanently over the area. The river itself is dirty, dumped with trash and, occasionally, bodies. Men, women, and children are living in rags on the streets, or dead in a ditch. Here is where you always have to watch your back and your purse. But if you know where to look, anything can be found here for the right price.

    April Year 4 marked the start of the Blackhaven Initiative, a project which aimed to realize the potential in the district rather than see it crumble to a worse state. Grime and crime in Blackhaven were attacked by politicians, magicians, artists, gardeners, and volunteers, and after about a year, crime in general has gone down quite a bit. The effects of the project can especially be seen in a newly opened part of the district, Blackhaven Park. With the opening of this area came new housing and job potential.

    River Street

    Though the district is officially called River Street, it actually encompasses a large percentage of the area around the river that runs through town. River Street itself runs alongside the river for much of the distance, until it crosses over a large branch and into the western portion of the district. The area is surrounded by tall, connected buildings and the roads are all made of cobblestone.

    Much of River Street could be considered the "downtown" area of Pandora Town. This is where many go to enjoy some shopping, take in a show at the local theater, or enjoy the nightlife. River Street is bustling with energy during the day, and much calmer but still with plenty to do once the sun sets. Magitech lamps light the streets with a warm glow, and warm and sunny days often finds the cafes and restaurants offering outdoor seating right on the street.

    While many of the jobs to be found here are low to moderate pay, the apartments offered right on River Street are the nicest to be found in Pandora, with balconies overlooking the life of the street. Off of River Street, the various persona homes are also in nice condition.

    Silverpool

    Home of Pandora's elite, Silverpool is the most well-kept area of Pandora Town. Unlike the rest of the town, it's buildings aren't all crammed together. Everything is spread out over a large area, with large lawns, parks, gardens, and ponds. There is a small cluster of buildings on the edge of the neighborhood where the wealthy can go to enjoy themselves with high-class dining or entertainment.

    Tavoie Borough

    Considered the cultural center of Pandora, there is always something to see in the Borough. This is where the artistic come to work or show off what they can do. The streets are narrow and twisting, almost maze-like, but there is always some nook or cranny and underground club or karaoke bar with something to do. They say that Tavoie Borough is the most magical part of Pandora, with a certain mystery and enchantment to the area. And it's true that those who are sensitive to such things can feel the magic coming out of the very foundations, something subtle and natural. It may also be cause of the strange occurrences that seem to be frequent around the neighborhood.

    Tower Hill

    Tower Hill is the center of Pandora's government. As its name implies, it is built upon a hill and the highest point in Pandora Town. The land gradually slopes up from River Street, Westcourt, and Silverpool, with the Parliament Building at the highest point, surrounded by tall walls and beautiful gardens and greenery.

    Tower Hill holds many different buildings, many of which are related to the runnings of the government. This is where Magitech is primarily researched, as well as the location of the City Guard headquarters and the dank dungeons. Tower Hill is the only neighborhood that does not have much in the way of residences beyond the Parliament Building.

    Westcourt

    Located on the eastern side of Pandora, Westcourt is the business and commercial center of town. Pandora's few high-risers are all located in this district, with Stark Tower being the tallest with fifteen floors. Stepping into Westcourt is like entering into a large town of the distant future. It's architecture is still largely made of stone, but the spherical designs are more popular than straight lines. Westcourt is multi-layered, with buildings built on top of buildings, and many different levels throughout the area. However, there are the occasional buildings that break the mold, such as the Edwardian Castle that makes up the Pandora College standing on the edge of town.
